Elba has been a member of the firm since August of 1994. She works in GALLINA’s Roseville Office and she specializes in audits of local governments such as counties, cities, and special districts. She was admitted to partner in January of 2008. “My career in government accounting began in San Mateo County as a Municipal Court Clerk in Redwood City,” she recalls. “I left California to work for a regional planning agency as a contract administrator in St. Paul, Minnesota. When I returned, I went back to school fulltime to earn a degree in Business Administration at California State University, Sacramento.” Elba also holds a Bachelor of Arts degree in Psychology, which she finds “quite helpful at times.” “Constant changes in government accounting and reporting make our work challenging and fun,” she says. “We spend half the year performing audits at some of California’s more rural locations and the rest of our time evaluating our results, making appropriate changes to next year’s plans, and keeping current with new developments.” Elba is a member of the California Society of Certified Public Accountants (CalCPA) and a licensed CPA in the State of Nevada. She serves as Treasurer for the Festival de la Familia, a non-profit organization that organizes an annual Latino cultural event. She enjoys traveling, whitewater rafting, and gardening. She and her husband, Juan, have rafted the American River, the Taos Box, and the Cache la Poudre River near Fort Collins, Colorado.
