Julian M. Xavier


Julian is a partner in GALLINA’s Walnut Creek office.  He has seen the construction industry from the inside out. 

Prior to joining the firm in 2000, Julian spent six years working with a large, Northern California based general contractor.  His responsibilities included overseeing the accounts payable department, reviewing and analyzing monthly job schedules, accounting for the company’s insurance program, coordinating the company’s response to owner audit requests, and conducting internal cash flow training courses. 

He also spent seven years working for KPMG Peat Marwick LLP as a senior manager in its construction industry group. 

“I provide auditing, accounting, and tax services to clients of various sizes and complexities,” he says.  “My experience working with a general contractor has given me the knowledge of the financial practices utilized by the most successful and profitable contractors.  I bring these creative solutions to GALLINA’s clients.”  Julian provides advice on cash flow management, improved financial reporting, and proper costing of insurance and other indirect costs to projects. 

Julian believes that providing superior service to his clients requires him to look beyond financial statement and tax return preparation.  “I also serve as a close business advisor to our clients,” he says.  “This helps both their company and ours, anticipate and meet challenges along the way.”  Julian received his Bachelor of Science degree from California State University at Hayward.  He is a member of the American Institute of Certified Public Accountants (AICPA) and the Construction Financial Management Association (CFMA). 

He has taught construction accounting at the California State University East Bay Extension Program for Construction Management and is also one of the presenters at the annual CFMA Accounting Workshop.  In addition, he has also been a presenter at the AICPA Construction Industry Conference. 

A longtime resident of the Walnut Creek/Concord area, he enjoys spending time coaching his son’s soccer team in the Concord/Clayton MDSA Soccer League and is active on his neighborhood homeowners association’s board of directors.
